Employment – General Manager

The General Manager oversees all aspects of the Prospect Road Community Centre, C@P Site, and community programming to effectively meet the community development, recreation and service needs of the Prospect Road community.

Status: Full-time, salaried management position. Hours of work are Monday – Friday, 8:30 – 4:30 with occasional evening and weekend work.

Reports to: ROC Board Chair.

Supervises:
All PRCC administration, maintenance, front desk personnel and program instructors, in addition to ROC C@P site staff.

Community Development and Recreation Responsibilities:

  • Foster community development needs in the Prospect Road area.
  • Planning, developing, executing, managing and evaluating programs and services, and managing program risk.
  • Ensure that programs administered are comprehensive to youth, adults and seniors, and meet the targets as specified in the Facility Lease Agreement.
  • Meet regularly with community and develop partnerships with the view of furthering cooperation and coordination of programs.
  • Development and promote community led recreation activities, programs, and functions.
  • Ensure that the program, recreation, service and technological needs of the community continue to met.

Facility Management Responsibilities:

  • Responsible for the efficient operation of the facility and its equipment.
  • Oversee compliance of established policies, procedures and guidelines.
  • Oversee facility security and safety.
  • Oversee equipment and supply inventory.
  • Identify, assess and address the maintenance needs of the facility and equipment.
  • Ensure compliance with all applicable laws.
  • Recommend capital items, special items and other upgrades.
  • Book groups into the facility.

Financial Management Responsibilities:

  • Responsible for the preparation and monitoring of the annual operating and capital budgets.
  • Prepare monthly financial reports for the Board of Directors.
  • Meet revenue targets and remain accountable for program expenditures
  • Research relevant funding proposals and apply for grants.
  • Purchase equipment and supplies adhering to purchasing policies.
  • Submit time sheets in an accurate, timely fashion, and prepare payroll.
  • Adhere to billing and collection policies and procedures.

Human Resource Responsibilities:

  • Interview and hire all personnel.
  • Train, motivate and supervise all personnel.
  • Set and monitor schedules for staff.
  • Conduct staff evaluations.
  • Ensure appropriate Human Resource policies and procedures are implemented and followed.
  • Work to ensure that all staff are trained in and follow all organizational safety procedures and guidelines (OH&S)
  • Screen staff through Child Abuse Registry and police records check.
  • Effectively manage through clear, direct, and respectful communications.
  • Volunteer recruitment, training, appreciation and management.

Marketing / Research / Advertising Responsibilities:

  • Develop, produce and proof promotional materials.
  • Develop and manage communication tools and networks for promoting facility in the community.
  • Research and analyze current & future recreation trends.
  • Conduct needs assessments including items such as surveys, focus groups and trends analysis to ensure that programs that are administered focus on a wide range of interests. Oversee the management of the www.prospectcommunities.com website.

Board Relationship Responsibilities:

  • Attend monthly Board meetings to update and advise the Board of Directors.
  • Prepare monthly report for ROC Board and complete necessary HRM documentation.
  • Attend and support committee meetings as needed.
  • Follow executive limitations as stated by the board.

Other:

  • Perform other duties as assigned by the Board

Qualifications:

A Bachelors Degree in Recreation or Community Development, an undergraduate degree in business or public relations and three year’s experience, or a suitable combination of education, training and experience. Extensive knowledge of Facility Management and Community Development, a basic knowledge of recreation programming, community assessment and evaluation, human resources management principals, occupational health and safety regulations and financial management are preferred. You are an effective leader who can motivate and manage staff, are comfortable with the budgeting process, have exemplary writing and marketing skills and are proficient in a variety of computer applications and the Internet.
